I currently see a blue build ezreal every other game, and they get confused when they aren't dealing as much damage and a Draven with infinity edge. Blue ezreal is good for kiting and launching Qs safely in team fights, not Eing in and trying to do the buckwheat grotes. While it does provide good self peel, no one in lower elo where I play know how to abuse it and usually ends with ezreal feeding.

besides the fact this topic has been coming up recently on the boards, and assuming you are not just regurgitating something else you have read, why.... why do you think that?
your argument so far is because people are bad who do so....
if a build is optimal, and a player plays it correctly there is nothing wrong with playing it that way... i have to question if your "bad player" even made it to full build
to your example, blue ez can be a strong force, tends to work better with cooperation, so if you are seeing it in low elo there is also probably less cooperation.... nothing wrong with the build again.... its the player who is not playing the build right....
I think your complaint is you dont like bad players, not builds
People have been mainly going blue ez for a while now.
