Yasuo shouldn't have the base damage values he has which allow him to build extremely tanky. When Yasuo goes tanky he's no longer a high skill cap champion; he instead can mess up and his tankyness will help him cover up for his mistake. Full damage Yasuo in my opinion is still completely balanced.

It's the same thing as tank Ekko. Gut his base damage make it scale a little better and force him to go full squishy.

The issue is that while yes, he's high skillcap, the opposite also applies with him. He's incredibly low skillfloor due to the huge assortment of various abilities and passives he has. Yes, a bad Yasuo will probably almost always lose to a better player, as they should. But the issue is that a bad Yasuo will probably almost always win against another player just as bad as them.

The problem is you don't get to outplay a Yasuo. You win against him by the player outplaying themself. It's less about how good you are with whatever champion you're using and more about how crappy they are with Yasuo.
