Yorick's Passive made friendly

As a Yorick main prior to the rework, I loved having ghouls on demand. While there was a great amount of unhappiness from the rest of the community regarding this however they changed it to a window of power but linked it to minions and monster deaths, which now limits the gameplay options for Yorick dramatically.

I propose unlinking it from minions and monsters and make him find the souls every few seconds, and while Q is on cooldown he would passively generate the graves every 2/1.5/1 seconds. He would need to be limited to 4 charges of souls at a time, and they would need to be no more frequent than 30/20/10 intervals, otherwise the sheer number of bodies he could throw at the enemy may end up being issue. This solves 2 problems that face his kit that currently make balancing him a bit harder, first he is delinked from minions and monsters and so is more versatile, thus his ability to roam is very slightly increased and his predictability decreased. Second, he can now use Q for trades rather than for digging graves, which gives him a little more power in early game, where he is currently the weakest and most vunerable.

The charges should be visible to enemies so they know when he could pop a Q and go full power in a short window, but it also clearly shows when he has power and when he is slightly more vunerable. I feel given the design teams feeling towards Yorick however may find him stuck with the current version of his passive for far too long as they work to balance around numbers, which I feel will either push him into OP state or UP. . . What's everyone else's thoughts?

Zyra's are randomly spawned. He's already too similar to her in that they spawn semi randomly because of tracking minion/monster death. This is more controlled, but his mistwalkers arguably do less damage than Zyra's plants by far. So the comparison actually shows how he is more like Zyra now than if they were to adjust this, also it completely keeps his theme of putting souls to rest by digging graves for them, only difference is he is choosing when to dig those graves as opposed to being reliant on something dying near him.
