Is it true you get less ip if you concede a match?

No. Time duration of the match, and win/loss determines ip reward. If you were already going to lose and time has already gone long enough, then no impact.

Sidenote, I like to ff to reduce the ip the enemy will win by shortening the match if I can. It doesn't make much of a noticeable difference to the losers, but to the winners it adds up quick if they keep getting screwed out of full duration match win ip.

The amount of time you are in a match determines the amount of IP you get. Surrendering feels like it gives less IP because it usually shortens the game vs. an hour long game that keeps going back and forth.
