@Riot Ideas for Fiora changes

So I've some balancing idea's for Fiora. I was a pretty avid Fiora before her rework and after the rework I still fancied her. Honestly I just want her to be balanced already so that her perma ban status will be dropped so that I can actually play her. Any ways here are my proposed changes.

First I would make her Q's cooldown reduction on hit scale with level. Also I would change the ability so that if she doesn't hit a vital the cooldown isn't reduced as much as if she did strike a vital. Example; "If Lunge hits an enemy, its cooldown is reduced by 10/15/20/25/30%. If Fiora strikes a vital, lunge's cooldown is reduced by an additional 30%.

For her W I would increase the cooldown and mana cost significantly. I would also change the spell so the cooldown is reduced (and she gets mana back) if she actually parries something, and if she parries CC have the cooldown reduced more so (and get more mana back).

Example; Riposte (W) Mana Cost: 130 Cooldown: 35/32/29/26/23 Fiora parries all incoming damage and disables for a short time, then stabs in a direction. This stab slows the first enemy hit, or stuns them if Fiora blocked an immobilizing disable with this ability. If Fiora parries an autoattack or ability this spell's cooldown is reduced by 30% and she regains 40% of the spell's mana cost back. If Fiora parries an imobilizing disable with this ability the cooldown is reduced by 50% and she regain 60% of the spell's mana cost back.

Lastly for her ult I would simply increase the cooldown. Say from the current 110/90/70 to 140/125/110.

Nerfs are multiplicative, not additive. Any one of your suggestions would probably be too big of a nerf, all of them would make her trash. People on these boards really need to learn that a gentle hand is required when making balance changes.
