What if the active were (sort of) rolled into Hurricane?
As in, pop the active and now your secondary bolts hit your primary target for three shots. When the active is on cooldown the secondary bolts are disable.

Lord Dusteon1 votesThat makes the entire point of buying Hurricane (to spread on-hits) useless if you use the active, and the active would be almost useless on everyone (with only a few people such as Caitlyn with BotRK even being CLOSE to useful with it).
