Was this just something that the boards have been joking about? Why isn't it here yet? What exactly is keeping Riot from releasing this? Do they plan on making the game even more imbalanced first?
I really don't see the point of withholding them. What difference does it make for them to release this later rather than now.

They want to make sure there aren't 5743209765432 bugs with the new client before they get rid of the old client. They also want to make sure it's running well on as many systems as possible. While it is their fault that they haven't updated the client sooner and technically their fault for not getting rid of the old client, not everything is implemented yet that they want out. Each and every new thing they put into it could create bugs galore and do you really want this client released with as many bugs as release Azir had without being able to fall back on the old client?

yeah it's their fault that they don't want to force a client that is in BETA and still full of bugs and performance issues with missing features. They should totally get rid of the old client in favor of this new one that is NOT FINISHED yet

No we aren't ever getting 10 bans. Not this season. 10 bans was for pro play. Please read first don't make assumptions.

Revised pick/ban for regular play will come somewhat later than the changes in organized play.
Also, Meddler commented on the subject in the board post for the above article.
The other factor is that we also need everyone to be using the new client before we can make pick/ban changes. That's easy for pro play, it'll be a little while yet though before that's the case for regular games.
