Celestial body & Overheal changes/buffs

The problem with Overheal is how Quickly it decays. A longer lasting shield would make it certainly more viable

And for celestial body, i think it'd be better off changed to Singed's old passive.

At a reasonable Mana-HP ratio, a LOT of champs would love this.
