Can't use any keybindings

Well this was an old bug, happens all the time when loading into a game, I just quickly leave and come back and it's fixed.

Whelp, after the runes reforged patch, leaving and coming back isn't fixing it. Resetting defaults doesn't fix it. I even tried Riot's manual file fix. NOTHING works and I can't use keybindings in-game PERIOD.

Been going in and out of practice tool seeing if will fix itself but nothing... No one else seems to have this bug yet.
