Annie ult interaction with new runes

I don't know if anyone has tried yet, but if you have 45% CDR on Annie on top of Ultimate Hat, your ult has a CD about 38 seconds. However, as Tibbers lasts 45 seconds, you cannot cast your ult despite your ult being "ready", unless he dies before that.

Perhaps its time to remove the pet command by mouse button and add a new button specially for champs with pets (I think most people use alt move anyway), and let R be recast if it is off CD. And there may be another fun interaction - we can have 2 Tibbers?

Dropping smokey the bear on someone is nice (with an added pyromania), but dropping him twice is kinda op considering he does do pretty damn good aoe damage and is already enraged when he is first summomed

You can't drop it twice, the thing still has a CD. However, because the bear lasts for 45 seconds, you can't get the 38 second CD because you still have to wait for the bear to die. It's not adding a spell to the rotation, it's just giving it more uptime (which you invest in by going insp/sorcery). If you could cast it again after 38 seconds, you'd have a near expired tibbers and a fresh tibbers, allowing you to have 2 bears.

Doesn't make sense whatsoever. Tibbers is an unique fire elemental. Thematically, it would be absolute nonsense if Annie could summon 2 of them. And I personally think it would be too much.
