Is Garen now OP?

Garen needed some buffs tbh. I haven't gotten around to trying him again just yet but from what I see:

-His passive fits in more with the current meta -His W looks decent, not so underwhelming now -His E won't rely on the Villain mechanic quite as much to do damage

I'm really liking these changes
