We wanted Draft Pick. Riot Wanted Shorter Queues
Autofill was the compromise. I'd rather take 1/5 games support than 4/5 because of instalock trolls.

Draft pick was removed from several servers.
While NA still has it, many others were not so lucky.
Obviously Riot wanted people with higher pings to play more support and lower pings to play their choices. Enough said. :)
