She is nowhere THAT op....but.

seeing her running 22% popularity with 53% winrate...she jsut seem a LITTLE to strong right now (or that j sutust than all the other adc are to weak).

Hard to say exactly what is wrong, too much range, too good at all stage , too versatile, too much scaling....right now jinx is a terror.

She's strong, but she's not really all that problematic. She just synergizes with a lot of aggressive supports and is fairly strong early and late game. Of course, if you end the game by the 25 minute mark Jinx will be basically useless over the course of that game. People just need to learn how to deal with aggressive ADCs again. Might as well say Graves is super OP.

Don't be lazy, walk around her chompers.

Regardless of what role you are playing, once you're within 5 feet of her she's screwed unless a teammate comes to save her.

Man I wish I could cop out and just link a video, but no, I will explain why this thread does not need to exist.

Winrates are not a source that you can use to ask for a champion nerf. I'm pretty sure that about 90% of the playerbase are below platinum. A majority of that 90% are bronze, and a very wide majority of people that linger in bronze deserve to be there. So, waaaay over 50% of those statistics are collected from games with people who very well can just be bad at the game. Hiemerdinger has the highest winrate in the game, but Riot isn't touching him with a 49 foot barge pole when it comes time to hand out nerfs. If a champ wins over 50% of the games they're in, that completely disregards team composition of either team involved with that game and player skill. Katarina probably has a pretty high win rate, because most people in bronze don't know how to handle her. It's not that she cannot be handled, but it's more difficult for people who are new to the game and aren't fully aware of her strengths and weaknesses.

I would also invite you to try to learn to play Jinx. She's not as op as you make her sound.

Too Much Range

She only outranges people when she switches to fishbones, and every shot is very slow when compared to her other weapon, and costs mana to use. You can't just walk into lane and spam rockets. If she's using pow-pow, she isn't outranging people. Seriously, it's actually pretty short range, comparatively.

Too Versitle

Jinx's only escapes are hard cc, but if she misses she's pretty much done for. If they have a banshee's veil, they sidestep your zap and their item negates your flame chompers, you better pack it in unless you can kill someone. Her passive is an escape, but to use it you need to get a kill, which is not always the best trigger for an escape. What happens when you facecheck an innocent bush? You're dead. It's bad practice, but other adc's like Graves and Caitlin might be able to escape. Jinx? Nope, it's over.

Too Much Scaling

Jinx gets just as scary as other adc's. Ever see a Draven at full build at 20 minutes? Yup, just as bad as Jinx.

The thing that most people have trouble with is how she works well with any aggressive support like Blitz or Thresh, and that she's a cleanup artist. Her passive helps her chase down stragglers and chain kills together. She does have a lot of cc for an adc. However, this translates to her missing very useful skill in the carry's arsenal; an escape, like a dash/flash-substitute. She has pretty low mobility. You could probably argue that the cc makes up for it, but it doesn't; you can miss. You can't "miss" an arcane shift as Ezreal. It works no matter where you're pointing. With Jinx, you either catch them with a flame chomper or zap, or you lay down and die.
