Why not keep Runeglaive AND add a non-sheen AP jungle item?

Most AD/auto focused junglers can enjoy both Warrior and Devourer, and having that choice gives a lot of options to a lot of champions. So why is AP jungle itemization seemingly going to just be a single item that not every potential AP jungler can use well? When we have only runeglaive, junglers like just end up not even getting a jungle item. If runeglaive is removed in favor of the jungle-ludens-echo that was floating around on pbe a while ago, champions like will be super sad. Where's the harm in having two different AP items, like how there's two different ad/auto focused items? Let junglers like have a choice between what they want, while not arbitrarily locking out huge swathes of ap champions just because their kit doesn't synergize well with the single AP jungle item.

For runeglave itself on release was a problem item for multiple reasons.

1-it comboes and still combos amazingly well with certain items like Echo 2-It is OP on certain champions but useless on others Op-Diana Useless-Fiddle sticks 3-With its current abilities it can never be buffed nor nerfed, a item or champion whom is stuck in a state where if they are buffed they become op, and if they are nerfed they become useless, is a poorely designed item/champ

Riot acknowledges their mistake and is makeing a new and more balanced item.
