I would argue that TF is still not the optimal choice over IBG. TF takes too long and delays the very valuable tank and damage you get from IBG. But you are right that the resistance open up more build paths on him so he can afford some more bruiser or juggernaut items in his build like and 
although the first 2 are better than maw probably.

I hope you are joking... Frozen Mallet is a terrible item on Nasus. And honest you barely lose any stacks with IBG and the wave clear it gives you later is gold in pushing to objectives faster.

Because Frozen Mallet is a terrible item on him. It's really expensive, has an unnatural build path and Sterak's or Titanic Hydra would be vastly superior in terms of juggernaut Items. If you want the slow and tank then IBG is much better for him.

What Nasus does lack, is infight-Survivability, especially in the early-to-midgame transition, when the other juggernauts have their powerspieks and will try to bully him out of lane, and in midgame teamfights, when he has good damage but nowhere near the tankyness of other toplaners.
Nasus ults to get more beefy, to withstand damage long enough to devastate his targets. No Nasus main that can be taken seriously, ults for the AD bonus.
This change emphasizes the primary use of the ult a lot, and gets rid of something that was, at the best of times, nice to have, but mostly a gimmick.
Nasus gains armor and magic resist when he ults and more over time?!
