W's range is pretty low, and the speed-buff is an attack-speed buff, which is much less useful than a movespeed buff.
For Ez to land his E, he has to use his escape to place him close to an enemy, which is throwing himself in the lion's den.
Riot's already removing the AOE proc from runeglaive when used on minions, and I think they're removing the conversion of next attack to magic damage. It'll keep runeglaive out of laners hands...and it'll still be just as unattractive for most junglers. That's the problem I think Riot needed to actually fix with runeglaive - give AP junglers a reason to buy it. Sure, Nidalee, Diana, Eve will (well, maybe not if they remove the conversion). But all the rest of the AP champs who might want to try jungling now have to fit a sheen into their build, and basically rush a lich bane, which is a bad idea in general.
As for the other items, there's really no way for Riot to create an on-hit jungle item and keep it only in junglers' hands. I guess they can make it weak to the point laners won't want it, but then neither will junglers. Cinderhulk I think is in a decent place. Yes, laners will still buy it, but it's not abusive, and the enchant is still good on junglers.
