Friend demoted while having 23 LP
I didnt know this was possible... Is this a glitch?

Nah. It's possible he just lost 23 LP in a game (which does happen), and his MMR was low enough that he got demoted with no grace period.
You haven't given nearly enough information. Also I would suggest the "Report a Bug" board if that is what you are trying to do.
What rank? And do you have any idea what his/her Matchmaking Rating (MMR) is? (op.gg I believe can give you a rough estimate although not completely accurate as riot has not handed this information out.)
