@meddler time to create consistency with dash/damage interactions?

Some abilities deal damage even if they don't hit the target. Examples include fizz's q, and I believe irelia and jax leaps. Others don't deal damage if you flash/dash away at the last second. Examples include jayce's hammer form q, alistar headbutt.

Personally I think if you are quick enough to dash away when you see the enemy dash, you should be rewarded with not having any damage dealt to you, especially in the case of high damage dashes like fizz q, which has limited counter play already due to its dash nature. Overall it ups the counterplay and there's consistency across the board.

I think your ambitions are way too complicated for Riots programmer , from my aspect of view nothing is wrong with it.
