In dominion, rammus will come taunt you, then do stand around doing nothing while you kill him. Same thing with xin zhao. Maybe other bots are affected but I only noticed those two.
Also, the old recall animation is present on dominion instead of the new one added some months ago.
Not even in dominion, this is actually happening in summoners rift too, since patch 4.18 bots sometimes just stand still or move slightly while spazzing like they are having a seizure.... happens regardless of lag presence .
Treeline as well. I've seen this on a bunch of different AI champs. I've noticed it seems to happen when ABC, where A is the AI champ, B is you (allied champ), and C is where they want to go. For example, if Miss Fortune AI is closer to your tower than you are, you're immediately adjacent to her stabbing her, and she wants to run away, but to do so the shortest path would be through you. They stop moving and attacking entirely, you stand there and finish them. The next time it happens I'll see if I can get them to start again by moving away.
Happened last night. Top lane, blitzcrank ai. This time he was homeside (closer to his base than I was) but still immediately adjacent.
