Banning champs the enemy doesn't own?

I've been playing a lot of normal draft, and in my experience, the ban list is always the entire roster of champions. I'm not crazy, am I? We're actually allowed to ban champs that have zero percent chance of getting picked, right? Doesn't that seem ridiculous to anyone else? Seems like they should only show up on the ban list if the opponents own the champions...leave free champs out of it unless they are owned, and why not take it a step further and put in a small number indicating the number of opponents that own the champion?

It only shows champions that at least one player on the enemy team owns and can pick, it's just that between five players the odds of someone owning all the champions, or most of the champions with the rest filling in the gaps is very high, and the champion that you're looking to ban is probably very popular and thus very likely to be owned by someone on the enemy team.

I don't have a screenshot proving it on hand but there has been a handful of times where the ban I was looking for became unavailable, and other times when I just noticed that a champion I wanted to play was missing from the ban list.

Maybe it's not really the entire roster? You have to think of it this way: the enemy team has 5 players, I'm pretty sure the minimum roster you need available now is 21 since there are now 10 bans and 10 picks. The chances of at least 1 of the 5 players having a specific champ in the lineup is pretty high. That's even excluding players like me who have 95% or all of the champions unlocked.

Just some insight I thought you might find interesting.

No, I think it is the entire roster, unless someone can screenshot for me a ban list that is clearly excluding a champ or two, then I can't believe it's not the entire roster. For example, Lee Sin is always on the left side. Of course it will change when Kayn comes out, he'll be one slot from the left after that...the champs are always in the same position is pretty much a giveaway that it's the entire roster.

When i was leveling up about 8 months ago i remember not being able to ban certain champs in ascensión as no one on the enemy team (and on my team?) had them. I'm not sure if it's the same for normal draft, or if this has changed in the past few months
