The dude has an entirely broken kit already, then you add extra armor shred to his e? Riot, come on.

He's actually one of the weakest top laners in the game right now.
Garen's kit isn't broken unless you're the villain.
Even if you are the villain, a little thing called kiting will make Garen cry if you habe any slows in your kit.
Enter Blue Ezreal. Garen will never catch him.
