Can You Skip More Than 2 Divisions With Good MMR?

I see people on smurfs who are making it to diamond 2 with 120 games played with a 64% winrate.

I play on my smurf with 131 games and a 70% winrate and only am Platinum 5. But the most Ive skipped in divisions was 2, can you get more than 2 if you have insanely good mmr? Or do they cheat the system by dodging their promos to skip 2 divisions that way.
