Why are rune pages still 6.3k IP? Why are runes still expensive?

Title. Also can you let us move rune pages/masteries around? And another thing, when we get additional bonuses, e.g. from baron for the additional AD and AP, can we get an actual number on how much we're receiving?

I will update this frequently as more suggestions about all aspects in the game come to mind; feel free to add a comment

6.3k is the cost of a sortof new but not that new champ

its not hard to get

filling a rune page doesn't take long either
