Surrender votes and Undecision

Recently I've had a lot of games where its already over after 8 minutes, the enemy is fed, they have a 25 kill advantage, we deal no dmg etc.

Problem is, one guy goes afk and we want to ff. Now we can't because even if we all votes yes, that one indecisive vote is gonna prevent the ff.

My point is, If someone doesn't vote during the surrender vote, their vote should go to the majority so full teams who agree to ff early can, even if someone goes afk.
