Is this name reportable ?
Just played a game against a guy with the name [REMOVED BY MODERATION] and yesterday one with the name [REMOVED BY MODERATION].
If I report them, does it affect anything or does riot just not care.

Inappropriate names do get handled with a forced name change, with another forced name change if the person in question still chooses to use an inappropriate name. If memory serves sometimes it can lead to a temporary account ban until the name is changed but don't quote me on that.
As for the names you highlighted (which I have since removed since naming and shaming isn't allowed on the forums), personally I consider the first one debatable and the second one definitely inappropriate.
I think only the second one has an issue since it has an actual arguable slur or curse in it.
The first one is just a regular word that belongs to a negatively viewed part of the political spectrum that does not (inherently) represent racism or anything. (although a party that has falled under that category has been racist)
(nazi king might be a better example of something that probably shouldn't be allowed since its more specifically oriented towards racism)
