when you use this shortcut to level up /or upgrade your skill and at same time you right click somewhere it will become a ping can this be fix?

Rebind your ping key. G is better.

Well, if you hold CTRL it becomes a ping, but when you hold both CTRL+Q,W,E,R it upgrades a spell. The thing is, you don't want to hold it forever. If you're unsatisfied rebind the keys.
