veigar ain't playable no more. E got nerfed big time, and even before he was nerfed he wasn't considered op or anything. :<
The stun isn't down until the delay is over. Even after that, they can still dash through it, but will be stunned after they land (I feel like that was changed in a patchnote so that specific piece of info is not 100% reliable fyi). What you want to do is throw the stun where his dash will land. He either dashes into the stun, or is forced to take his chances in the ring of death. The stun used to drop instantly, but that was incredibly too powerful. Especially when one considers the nature of the champ who owns the stun.

The Gist of what i think your saying is, the 0.5 second delay of Veigar's E is bullshit?
Technically speaking Veigar's stun animation is still 0.75 but "looks" like 0.5 due to the fact Riot really only removed the cast time which was 0.25.
