How Do I Counter A Lee Sin Gank?

I will have wards, but it doesnt matter when he can just ward over wall to me. Then I will dodge his skill shot, until he ward hops in front of me and ults me back.

How do I outplay this?

He cant ward over wall and then ward infront of you. It has a cooldown.

If you see him ward-hop over a wall with W, he can no longer use it to Safeguard onto his teammate, friendly unit, or another ward to close the gap. If you're dodging his Q, he has nothing left unless he flashes on top of you to close the gap. Even then, he shouldn't be in a position to flash-R you from behind. If he is then you have mechanically misplayed or he is Tower Diving you due to your loss in lane or failure in warding.

Judging by your 6 tears or 6 boots Jayce build you frequently run when losing, you seem to be a player accustomed to tilting very easily and playing for your own personal KDA. A competent jungler will realize this, and when you're overextending desperately trying to show off your amazing mechanics and ridiculous base numbers he will simply walk up and kill you. This is very common for Jayce, Yasuo, Riven, etc. players. They will attempt to greed every single chance they get and often get themselves killed. You also have an incredibly static build, building essentially 0 defensive items while optimizing yourself for raw damage.

This is what's holding you back. Not the jungler, not the enemy laner, not Lee Sin magically double-ward hopping on to you, it's your own ego. You make many posts to flatter yourself about "fixing MMR" when you're stomping games in Normals, and lots of complaining when you go into Ranked and fail to capitalize on the advantages you've been given. Look at the mini-map between EVERY CS. Your CS score is OK and is probably better than lots at your ELO - keep this up. Upgrade your FREE trinket ward more often and use it when you can. Your warding is on par or worse than your teammates, and you tend to only buy a single Control Ward (Pink). This means you cannot move it and utilize it for counter-vision or protect yourself as necessary. If you're pushing their T2/Inhibitor towers and still have a Pink sitting in that bush right beside your lane, it's doing next to nothing for you as the enemy team can path directly to you through their own jungle without being seen.

EDIT: Just spectated a game of yours. Yep, you're a KDA player, not a team player. You steal your junglers camps and greed for everything humanly possible. You chunked their ADC to <20% HP and decided to run directly into Alistar and Evelynn to attempt and secure the kill, leading to your death. This happened while Darius was busy taking your T2 tower - putting you and, more importantly, your team, even farther behind. You also went out of your way to "flex your power" and flash your Mastery 7 icon on the enemy team under their T2 tower, and killed yourself yet again. You Teleport to fights only when it's convenient for you to clean up the kills, and prioritize padding your own stats rather than assisting your team. They lost several dragons due to this, as well as MANY towers and inhibitors, leaving you the only man alive while you run around the map scrounging up as much farm as you can while your team is dead from being in a 4v5. You Flash -> Q'd 1v5 in Hammer Form into Alistar, Ahri, and the rest of their team to try and make "#LCSBIGPLAYS" while failing to realize the enemy team will CC you to death. I'd highly suggest teamwork in your future games rather than padding your own KDA. While it looks fancy on paper, it does next to nothing to benefit your team and shows very obviously in your games/match history.

Against a competent Lee, there isn't much you can do. That's why he and his low counterplay pals need nerfs.
