Buy a sheen on the tank, shred him first.

I'am getting sick if i see Sups taking this Crap, they should be reported for sabotating the Game.
Either its almost better Taking Shield/Heal or Ignite. Because not only Exhaust is weak, you must first target a mobile thats pretty hard and need greats timing. Especially if its Zed, Yi while they can be out of Focus or Champs who can One Shot the ADC like LB, Zoe, where your Exhaust wont stop it or to late, and its mostly to late.
Even so in Lane Battle/Poke u can never say yes i cast Exhaust now, well this isnt working, to many Exhaust Sups have that Spell still rdy after a Kill Botlane.
The only mention to Pick Exhaust ist to Catch Up for DPS based Champs, like Yasuo, Azir, Shyvana, Olaf, there its shines.
I agree - exhaust used to be the Summoner Spell for supports. And it had a use, until it was - surprise, surprise - like most good things that supports use, abused by non-support role players.
