If I don't get at least one person going 1/6 or worse in a game, is it even ranked?

Do accounts just start out at gold rankings? Why is everyone counter-picking themselves? Does anyone know that buffs in the patchnotes =/= op free win? Can we get a reaction test where you need to click somewhere on the screen within 10 seconds of it pinging you to determine that the user isn't several potatoes stuffed into a pair of pants and set up at a computer?
