Zed is a caster champ who is technically useless without his ult, if you remove it zed will instantly be useless unless the person using him is really good. Zed players only ult to gain their huge advantage and kills especially with the LOW cd (Main point is he shouldnt only rely on his ult to score a kill)
If that's your argument like 70% of all champs will need a rework.

Bro zed Is not weak cuz of that , hes weak cuz every single item in the game is strong against him , if the enemy team knows what they are doing , ur pretty much fuked , all they have to do is get some armor , and ur weak the hole game , zed kit is fine , he just need some buffs or maybe a mini rework , cuz there is a loooooot of counter play
