He can flash + Q on you, E and then just ult you and kill you.
YOu can't cc him cause you're silenced, you can't flash cause you're silenced, you can't dash away cause you're silenced.
But there's one thing that you can do, you can hope that "R" on his keyboard somehow stopped working right at the moment when he was s about to ult you.
Flash has 600 second cooldown. Apart from that death you can kite him , stun him root him. Also if you build

As for counterpicks they are Teemo (if he time it he can blind Garen Q and half of his damage is gone), any range top laner (kennen,jayce,gnar) and mage picks like vladimir, karma, lissandra. Quin quite fit there as she can simply E away from garen and simply roam to other lanes to get ahead.
Furthermore, a good riven or renecton or jax can simply deny him his Q then turn around and all in for a short trade and walk out. There is fiora that can parry either his Q or his ult and her ult deal true damage too and heal her.
Finally there picks that simply will deny him any interraction and won be able to kill garen unless enemy jungler helps like poppy, maokai, malphite tha simply build defensive and garen cant make them stay and fight him for long.

If you mean counterplay as specifically in the moment to moment play interaction, then no, not really. It's because his play style is mostly 1-dimensional, so he has lacking counterplay because he can't do many things besides running at you in the first place. For what it is, a no-counterplay born from a 1-dimensial-ness of a champ is a hell of a lot healthier than some champs that have no counterplay because they do so much shit with their absurdly overloaded kit that just overwhelm the opponent, if you get what I mean.
Garen can also be built against. Sort of. Or at least you can stack HP and get Ninja Tabi and hope for the best.
But then again with champs like Garen, they are usually very vulnerable to counterpicking. And that is very indeed the case for him. He has a lot of counterpick to deal with. You have 2 ways to counterpick against him:
