Garen Changes on PBE Related to his E - Here's my Feedback

Okay, where to start, ah yes. On-Hit effects.

Listen, Riot, what you tried doing with Garen was nice, because he did deserve Attack Speed scaling on his E, but not the way I imagined it. When the patch notes mentioned On-Hit effects, I wasn't expecting literally every auto attack based effect, nor his AS scaling to make him spin faster, nobody wants to be hit by 30 Titanic Hydra cleaves on full Attack Speed buiild during one E cast only, Jesus Christ Riot. If you are going to make his E proc on-hit effects, what you need to do is:

  • Limit the amount of on-hit effect types As funny as it was, but you need to, no... you HAVE to remove Tiamat/Hydra interaction with his E, it makes him clear a whole minion wave with a quarter of his E duration. Limit it to
  1. Lifesteal,
  2. Slows(item 3022 item 3025 and Glacial Augment) and
  3. Sheen Effects(item 3078 item 3025, tho he doesnt need item 3100 since he has no AP scalings).

My favorite on-hit effect here was Garen being able to refresh movement speed burst he would get from item 3078, cause that would make him finally make him prioritize item 3078 over item 3071, which he was forced to build if he were to remain fast during his E spinning.

  • Reduce the amount of on-hit effects his E can proc, it needs to be less efficient in percentage, PER TICK, the way item 3146 item 3812 are restricted. You gave him a versile option of building sustain besides item 3812 when paired with Ravenous Hunter had a decent sustain and tankyness, I believe making him be available to build Lifesteal was the right choice, as he'd need to sacrifise CD and Tankyness item 3812 provided in order to build something like item 3080. Although, what made it special is how with his E, when combined with item 3153 would deal current HP damage so his E would have the burst alongside AS it could use for the item, so you could then execute enemies using his ultimate amplyifying all the missing HP your enemies had well...lost cause your E deleted it fast.

W changes are fine, it's just a plain nerf which he utterly deserved it.

Passive changes are fine, he deserved to be viable in the Jungle by making his Passive uninterruptable EVEN on level 1, plus it opened the spot for him to use item 1419 as a jungle item too for the lifesteal vs. monsters.

His ultimate needs to have even LOWER execute cap, sorry but if his Ult is going to be spammable one use Pyke ultimate while he can spin slap 5 people at once while not giving a crap how much damage was dealt to him, then his execute needs to be lower.

Last but not least, his AS scaling on E needs to be changed to bonus dmg, not make his spins faster, if not, then change his E dmg stats and the way it's base dmg algorythm works.
