Players Should Have At Least M4 Before Using A Champion In Ranked

I just finished a game and lost 17 League Points due to our adc, after our jungle (very rudely) called them out for going 1/13, admitting it was their first time playing Kai'sa. This shouldnt' be a thing! I didn't say anything because who knows maybe they forgot to check that they had queue'd up in rank, things happen but honestly there should be some sort of safety measurement where you have at least M4 or M5 before going into a ranked match so there is at least some proof...that you know what you are doing.

And I was doing good too. I want my 17 LP back.
