A mysterious laugh in summoners rift?

I just created a custom game to try out some animation canceling on Riven, i went straight to mid lane and laughed, suddenly a sound appeared followed by an evil male laugh.

WHAT DOES THIS MEAN RIOT?! WHO IS LAUGHING AT (with?) ME?
