Sated Devourer could use a change

As it stands right now, this Item is doing way too much for just one item. Attack speed, bonus damage, and doubles every other on-hit item every 2 autos (4 for ranged)

Just for an example, lets say i go Nocturne, and I have item 3931, item 3153, and item 3748 with the Fervor of Battle mastery. Also lets say I'm at about lv 14, right around when I would get sated in a sub-par game.

That would put me at roughly 150 AD, 87 damage on fervor, and ~40 bonus damage from Titanic Hydra

Every 2 auto attacks, just for having sated, I would be doing 150+120+174+80+16% of the enemies' current hp, or 524 +16% current HP with only 3 items.

Mind you this is on an item that's 172% gold efficient WITHOUT the passive.

You can easily see why people think this is OP, pair it with and any champion with on-hit effects built in and they just become a monster.

I'd suggest changing the Phantom Hit passive, that would immediately put this item back in line with the other jungle items and make a lot of champions much less stressful to deal with.

What if instead of a phantom hit, when you get max stacks the magic damage could change to true damage? That would still help deal with tanks without going completely out of control vs squishies, and a lot of the bruiser builds for squishy junglers would fall out of the meta in favor of more damage-oriented ones (so cc would actually be able to counter MasterYi again)

What if sated could permanently stack, but the magic damage on-hit would only go to 60, but it could get an active to summon that little wolf to fight with you for a few seconds, dealing damage based on how many stacks you have? That could also be really cool and really fun to use, and rewarding to stack up sated as well.

I'm just saying, Sated is, by far, the most powerful item in this game right now. Because of that one item, any other on-hit item you have does 50% more damage for melee champions as well as any on-hit effects you champion has.
