Can i please have an explanation why Azir is in a weird spot?

unless you are in plat--> challenger--> LCS, Azir too hard to master:

1. you need to master defensive play because his base HP/Armor are very LOW
2. His spells early game cost a lot and are hard/mechanically difficult to pull off during laning
3. it's so easy to make mistakes and their consequences punish him too much

however, if you play him over and over you get to see he shines in a lot of areas, but i just dont like that kind of design, it's kinda toxic when like 95% of people cant play him to have fun.
