Kog is pretty unpopular

Always has been, really. Even when he was game-breakingly busted, his play rate never really crept above 10%. So I'm going to ask a different sort of question here.

For those who don't enjoy playing Kog (which, let's be real, is most of you) why don't you like him? What is it about his kit that you find off-putting? What sorts of changes would Riot have to make so that Kog is entertaining to play?

I'd like it if Kog'maw was focused around the artillery thematic, as it would make him stand out from all the other ADCs. As he is, and was, it's mostly just not as cool as he could be with the theme.
