If we change the queueing system to the old team builder, would that help?
Where you lock in your desired champ and role, get put into a team, and then you queue up as a group of 5 against other groups of 5. You can have a group vote on kicking others and you can take your time discussing your tactics before the group of 5 queues up for the real match. It will also allow the increase of bans up to 10 as you can queue up with a personal ban as well so that the bans are done even before you queue up.
The problem with this is that queue times might be largly increased.
