I think its because it would not be fair. Heim trying to do damage to you but you can steal there hp from an auto attack anyway. The same reason you can't lifesteal off of ward or pink ward, sightstone.

There is actually proof that that can happen. For temperatures you can reach such an extremity of either hot or cold that you feel the opposite, so if a flame is really hot it feels cold or you're really cold but it feels hot.

Okay I got it then, his flames are fueled by a substance that burns below freezing, so although there is a chemical reaction (fire) it's still cold enough to freeze things with a higher temp solid state.

I don't like the brand taking damage from annie/ignite logic. It's like saying that me slapping your face won't hurt you because both my hand and your face is made up of skin, bone and muscles.
