Why does riot stifle creativity?

Why does Riot continue to force a meta on people? Let's think back to the very first days of this game. At some point it was decided that it was optimal to have a person take farm bot lane while another person soaked exp. Thus the bot lane farmer/support combo was created.

In season 8 it was decided that we could have a jungle farm mid while a support holds mid. Using smite they could also take jungle camps. Riot's response was OH FUCK NO. Fundamentally how are either of these situations different?

Mid game many adcs would farm two lanes at the same time. How is that different?

Riot doesn't force a meta players do. All riot can do is attempt to change the game so that a new meta is found as there is no reason for a meta to ever change without that. Imagine if riot made no changes to stopwatch back when everyone took it. We would still be seeing stopwatch 24/7 because unless they introduce something more broken people have no reason to stop.

What does stopwatch have to do with the examples I gave though? There's a difference between nerfing an overpowered rune and nerfing a playstyle.
