A simple solution to fix veigar.
His old instant stun was little bit op and NOT fun caus allowing no counterplay. FINE! indeed a good veigar would instant stun you and garantee W hit and that was pretty much gg. Not much counterplay i agree
HIS STUN DESERVED TO GET NERFED....
but now, the problem is than it just go completely the other way, it get so unreliable and easy to play around than it feel impossible to really land a stun + W unless ennemy did a seriousy mistake....
Solution?
make E a two step skill:
- instantly at cast, a ring apear. if you cross the ring, you get SLOWED by 70% for 1.5 / 1.75 / 2 / 2.25 / 2.5 second
- after 1 second delay, the ring ''upgrade'', it stop dash skill and stun you for 1.5 / 1.75 / 2 / 2.25 / 2.5 second

the reliable slow can be enought for veigar to pretty much garantee a W hit again a ennemy in a lot of case, but you can then still flash / dash / shield / whatever to counterplay the SLOW and escape. And you still get possibility to land a big, disruptive stun field in teamfight and other.
