His kit is boring. That is why he isn't played much. You can dive as volibear into 5 people and walk away with 50% in the damage meta. Not saying hes op, not saying hes super weak. Im saying hes boring at his core. Im not saying add dashes and cool effects and make more monsterous champions, Im saying LEAVE HIM ALONE!!!
Volibear when weak is almost always useless.
Volibear when useful is strong.
Volibear when strong leaves basically zero room for counterplay, due to him being a massive statcheck.
He needs a rework that actually lets you do something against him. As it stands fighting him boils down to just two questions: "Can you out-run him?" and "Can you out-damage him?". There's nothing to dodge, nothing to outplay him on, there's barely even a single vaguely skill-intensive thing he has, and that's just roaring while they're in the air.

This is a personal opinion, going top I love playing Volibear but he is pretty weak compared to other choices. He is also very easy to play, not being a top main this helps me hold my own up top even if I seldom play it.
