Does this seem broken to anyone?
Not really.
There's 4 damage rolls in LoL that can all basically tie for the same post-game damage:
- Marksman
- Mages
- Assassins
- Bruisers/Tanky DPS
In the case of tanky DPS like
and more, Riot set such champions up so you build tank items and still deal DPS.
To keep their DPS relevant, Bruisers usually have extremely hybridized damage being split 50/50 between physical/magical, auto-attack/ability damage. Often with %HP, True, or %penetration steroids thrown in the mix to make it a nightmare counter-building them.
Which ultimatly means you can't just grab a Zhonya's, Thornmail, Banshee's Veil, or QSS against them as an otherwise glass-cannon champion and become a mega-tank against problematic bruisers. Bruisers and Tanks pretty much have a monopoly on doing that - seeing as most marksman, assassins, and mages are very easy to counter-build.
Anyways - same general deal with Gnar, especially if you can optimally use his transformations to be a tanky Derp every time it matters. You don't need to build damage to deal damage.
A solid number of champions have solid bases that can actually allow for solid outputs, and %HP damage automatically scales itself without the need of items.
