Are the passive changes the only thing that's going to happen to him in 8.4? I honestly don't think its going to be enough to make him viable bot lane or any lane as his win rate and pick rate is horrible in every lane. It might raise his win rate 1 percent but when you are already at 44%, 1% isn't going to be enough.

What that its coming 8.4? All the balance changes for 8.3 are finished for this pbe cycle. They said they were going to buff Lucian's patch in 8.3 or 8.4. Since its not in 8.3 its got to be in 8.4
