Is mords passive suppose to not work in 3s?

He's also bad on 3s because his W is so much of his early game damage and sustain (it's 190 damage and a 50hp heal at level 1; his E is ~80 damage and costs health at level 1), and he needs someone with him to make use of the Q. The Exp thing shouldn't matter much, since it's usually jungle with 2 solo lanes.

Mord in general is way weaker at the other modes atm, since he doesnt have dragon ghost and has a harder time out leveling his enemies.
