Considering that they turned his Ult into an execute. %Current HP damage to gnaw someone low more quickly, execute Ult to finish them off.

I think it goes without saying that if Kog's W became %Current HP damage, Riot would need to either up the percentage significantly, improve the execute power of his Ult (bring back x3 damage below 25% HP Rito), or some combination of both.
