Do people keep saying that this is a "tank meta" because of Cinderhulk?

I don't understand why I keep seeing people saying that "this is a tank meta". Is it because of the new item or something else? I'm not sure. Are we even really in a tank meta? I haven't noticed anything different besides Sejuani's win-rate spiking. Please elaborate on this recent epiphany in the community.

just go with it lel if there is a greater effect on tanks... so be it even if there wasnt.... the placebo effect is strong

no no no the tank jungle and support meta isn't what the meta is about the reason why tank junglers are coming back is because now people are starting to use double ap champs so you would see something like a lissandra top with a kennen mid but since the top lane will be a tanky mage instead of a normal tank the tank role will be put onto the jungler and when tanky junglers come tanky supports come too so it's not a tank meta it's the double ap meta which is causing tank junglers to return

Before Cinderhulk, Juggernaut (the old green gem upgrade) junglers were very weak. Now they have an easier early game and as such tank junglers have gained viability.

Moreover, item 3068 represents in my mind the main source of damage and trade potential of toplane tanks. The possibility to build item 3751 in the early game makes their life much easier if they don't need to build resistances asap.
