Separate Voice Volume Toggles for Champ Quotes and Vocal Sound Effects

I promise i can explain how this goes in Gameplay.

First off, by "quotes", i mean the voice clips for a champ you ONLY hear as the player. Those things added for Player Experience and immersion and stuff. Occasionally cool, but often super annoying and distracting.

By "vocal sound effects", i mean any voice line that is heard by ANYONE in the vicinity. So MF laughing while ulting, Ekko saying "Step right up!" while using Parallel Convergence, Nocturne saying "DAAARKKNEESSSSS", ... you get the idea. Stuff that conveys info.

Now, dont ask me why, but for whatever reason, not visuals, not sound effects, but voice lines are what i often notice first about a skill being cast (this is more true for some champs than others, like Ekko). So its really hard for me to turn off voices because i dont want it to impact my **gameplay ** experience (see what i mean now). But at the same time, there are quite a few champs im quite tired of hearing talk (JESUS CHRIST TAHM CAN YOU PLEASE BE QUIET FOR TWO SECONDS).

So yeah. Something to consider i hope.
