I'm really confused about the goals of the Sejuani changes on PBE
For those of you not aware of what the changes are: breaking permafrost on a monster deals 25% less damage, but will now start re-stacking frost stacks on monsters immediately afterwards (monsters only; champions still have a 10 second lock-out) permafrost's base damage is up a little (it's still not a big damage spell on its own, but it's a net buff) as well as a small mana-cost decrease and permafrost and flail are doubling their current AP ratios.
So I guess looking at this, I'm just wondering why THESE changes, from a design standpoint, I'm wondering why THESE are the changes and what the goal is.
On the whole, these appear to be buffs, but only very very minor ones. PvE jungling I'd expect Sej's clear speed to increase (except for scuttle unfortunately) but it doesn't seem like a HUGE increase and I'm not sure about the implications to her mana pool. But, hey, given her win rate, I'll take any buffs I can, I'm just confused because nothing about her PvP has improved at all since building her heavily AP isn't really practical.
If someone at Riot reads this, for what it's worth, the title of this thread isn't rhetorical or sarcastic, I really just wonder “why these specific changes?” do we think that get PvP is in a perfect spot right now and the best direction for changes is increasing and flattening out her damage curve vs jungle minions?
